The concept for this design was based upon the idea of transparency and solidity and its relationship to the understood functions of the building. The more secure and private functions of the building are shown as solid and heavier masses with smaller narrow windows which stand in contrast to the wide expanse of glass below. The Brick columns protrude from the mass above, wrapping the bottom floors and anchoring it to the site.​ The classic materials of brick and stone were chosen to bring a sense of permanency to the building.
